I generally only try to steal aggro from tanks that I know (gotta keep them fresh and on their toes, amirite? :D), but I make sure to dial it down for PuGs. That being said, it definitely would help to have a threat set for heroics and a mitigation/avoidance set (or whatever you wanna call it) for progression (assuming you're trying to raid.)
