Rebuke and expertise

I noticed this when we did Cho'Gall and the Darkened Creation dodged my Rebuke while it was channeling the Debilitating Beam.

It doesn't show it here, but these were all on the {star} mob. You Rebuked right after Vestard interrupted it, so it was no longer casting.
This does prove they can dodge, but does not prove they can do it while casting.
