Dodge, miss, block and parry while standing still
Well my question is a bit obvious: Can you dodge miss block and parry when you are standing still in front of a boss, i.e. not autoattacking him, but with your weapons unsheathed?
Thank you in advance

Unless something has changed, yes. As far as I know, dodge and miss have never depended on a weapon being out.

True dodge and miss are not relevant to the weapons. But what about block and parry? I can't test it and won't be able to for a week, but if someone has that would be great.

You can block and parry with your weapons sheathed. The first block or parry also causes you to unsheathe them.
The only thing that matters is whether you are facing the mob or not. If you aren't facing the mob you can't block, parry or dodge.

I've blocked an attack while riding past a bad guy on my horse.

You've been able to do so since midway through TBC; before that it wasn't the case which was a bit problematic due to Consecration and such temporarily causing you to sheathe your weapons.
