Hammer of Wrath > Shield of Righteousness below 20% health?

Hi, another question.
Say i'm tanking a boss, and we get it down to 20%, in my 96969 rotation, at this point should I replace Shield of Righteousness with Hammer of Wrath?
Cooldown is also 6 seconds, but the damage is significantly higher, and therefore would add more threat than Shield of Righteousness, right?

What gear are you wearing in which your SoR hits less than HoW? My MT set has 0 BV on any of the pieces and my SoR still hits for ~3-400 more than HoW.

You will get a new rank of ShoR once you hit 80 and it will outdamage HoW. Once 80 its possible your HoW will outdamage your HotR with your current weapon, so feel free to substitute. With low level epic tanking weapons(200) HotR and HoW pull roughly together, past that HotR wins and you won't be substituting in your normal 96969.

Single-target, you'll be replacing 9s cds with HoW, since they're all less threat. You'd be skipping every other judgment and consecration to use it instead.

AFAIK, HoW still uses the spell hit chance, so you're gonna miss more with HoW.

Nope, it's a ranged attack, so it's treated like a physical attack (think hunter auto-shot) despite doing Holy Damage. This is also why it gets a 2x multiplier on a crit rather than 1.5x like a spell would.
