The old BC one isn't so exciting anymore because the rating coefficients are so much different at 80.
At level 70, the Libram of Repentance gave us an extra 42 block rating which converted to 5.32% block. Not bad.
At level 80, it's still giving 42 block rating but at level 80 it takes around 16.39 rating to give 1% block. So the libram now gives 2.56% block which isn't so good.
Try this: work out...
(Your block chance + 2.56%)/100 * (Your block value)
AND
(Your block chance)/100 * (Your block value + 195)
If the second one is higher, and I'll bet it is, then you're getting more defensive benefit from the Libram of Obstruction...and that's without even crediting LoO with the scaling it gets from Redoubt.
And finally, if you're concerned about threat, LoO is boosting some of your slams at least. The only threat benefit you get from LoR is a smallish (5%?) increase to your number of Holy Shield procs.
