Spec Question

In the next few levels (after AS) I'm going to start investing in either Weapon Expertise or One-Handed Weapon Specialization. I've read good arguments for both.
Weapon Expertise assures that you hit more, proccing your seals/judgements and improving aggro.
1h Specialization improves ALL damage you do when you have a 1her, thus making your ret aura, holy shield, bosanc, cons, and everything else do 5% more damage (if maxed out), thus improving aggro.

As you can see by my post, I'm wanting to lean towards the latter, but I would definitely like some feedback. Any ideas? Oh, and thanks to everyone for their input on my last post (regarding points in Holy Shield), you were so right!

1h spec.

Even if you got 5% more hits out of WE, that's only 5% more SoR damage. 1h spec affects everything, including SoR.
