Filter wowhead for things with block rating, sort by Ilevel, put them all on, fill every gem with +20 def:
I got http://www.chardev.org/?template=260582 in a few minutes of playing, I assume with some tweaking and adding in buffs that could be unhittable pretty easy

Going off gear I have, I came up with this. I could've regemmed the shield, but it's still the best shield I have, and I didn't want to regem it back and forth for from stam to defense. Same with the Fate's clutch. I chose t7 legs and chest because I figured the 2 piece bonus would make them superior to other pieces that actually have more block on them (badge legs and steelbreaker's embrace or w/e out of Ulduar 25). Stuck 2 20 dodge gems in red sockets because meta requires 2 red gems. Went for socket bonus on t7 chest (6 BR > 10 def) and legs, although, I'm thinking +9BV is a terrible socket bonus, could probably go with 2 20 def gems there. 2830 BV should be enough, so went with Libram of Defiance for extra avoidance.

I suppose we can be a bit more exact with these block sets. What's the ideal block+avoidance and block value point?
From my last depressing 5% wipe...
293 blocked attacks; 2032.8 damage per blocked hit (994424 damage absorbed
)
24 unblocked attacks; 9046.6 damage per unblocked hit
Redoubt: 24 procs, 21.6% uptime
Holy Shield: 37 uses, 64.5% uptime (admittedly I was more focused on dps/threat than HS... uptime could be much better)
So before the 300% modifiers, the Burrower hits for about 3015.3 damage per hit. After you get ~3k BV one should then focus on reaching 101.6% block plus avoidance.
I suspect something's fishy with the unblocked damage numbers. I think unblocked attacks are closer to 11-12k a hit than 9k a hit. If that's the case, then we should shoot for 3600-4000 BV so that we're near the full block point. 3600 BV is doable, but to reach 4K we'd have to exploit libram swaps.

13% wipe and still have a little wiggle room left to still get tribute to skill. Pretty sure we have a winning strat for our comp.

Got this tonight for a US Horde First.
Fun execution fight, especially while tanking all the adds.
Video should be available soon.

grats dude, I saw that BL got the kill.
How's Illidan holding up? (I was there for wrath release until saga transferred off and it was HORRENDOUS)
Interested to see the video, and hopefully I'll have one to share with you soon =]

Re: [25 Heroic] Anub'arak
CUITES ONLY got a kill an hour or so after BL's.
I don't look forward to relearning the fight once 3.2.2 comes out and block value's insane inflation is fixed. We relied heavily on rogue AOE DPS and interrupts in addition to a single unhittable off tank. My guess is that Paragon's original strategy may be how Blizzard intended the encounter to be defeated. The adds would be tanked in two piles 12 yards from one another and the Shadow Strike cast time would be at 4 seconds rather than 1 second.

GC and Daelo have purposefully ignored any posts about the subject. I just can't see why they'd allow something so game breaking in terms of tank balance remain. IMO, block tanks on Anub'arak adds are far more overpowered than say a DK on Vezax in 3.1.
Alternatively they could just nerf or adjust the encounter such that a Bear or DK will be able to tank the adds. One band-aid solution might be to make adds have 200% more base damage and make the stacking debuff cap out at +100% damage taken.
