I'd like to see something like this-

Libram of the Holy Defender

+45 stamina
Equip: When your holy shield spell expires, you gain 240 block rating for 2 seconds.

Never will see that. That's way to OP.
I think pretty much any of us would settle for one with stats like the epic engineering gun for tanks or even one that just gave that much block rating when holy shield expires for 2 secs. No way in a million years you'd ever see both those things on one item.
Really you do raise a good point though, in that there are no relic slot items in the game that help with stats at all (at least that I've seen), while all the ranged items contribute to the main job of those classes that use them (whether it be AP, +hit, stats, +heal, spellpower, etc.).
