New Pre-Holy Sheild w/ Libram goal?
Since 2.1 is buffing the Libram of Repentance by 2 shield block rating, I just wanted to clarify what the pre-shield goal would be once the patch is released.
Currently, my understanding is that it's 67.4%, as you would ad 35% for HS/LoR to get the magical 102.4%. If I did the math correctly, the 2 points would add about .3% block, and thus the new goal is 67.1%? Please let me know if my math or my shield block rating to % conversion is wrong.

So your Holy Shield will add 35.25% chance to block.
102.4 - 35.25 = 67.15%
...but 8 block rating = 1% is just an approximation. The actual ratio is 7.9:1, or 7.88:1 if you want to be even more accurate
Thus the Libram will provide about 5.32% block in 2.1
