Fire of the Deep CD not triggering Shared Trinket CD

Could someone tell me why Fire of the Deep Doesn't trigger the 20 second lockout CD with trinkets like: Brawler's Trophy ?

I purchased the trinket first on a warrior alt who needed a second trinket for tanking, and noticed this behavior. I submitted a bug report to blizzard on the forums, and in game, and the in game ticket came back "Working as intended".

I double checked. If you hit them both simultaneously, you get all the dodge. It takes my warrior just under 30% dodge with both running...
