4.1 0.2% block

Did anybody else gain 0.2% block this patch? One of my off tanks has it too.
I can't figur out for the life of me why. It's not alchemy coz the other guy doesn't use it, so it's the food, some item, or a mastery/spec change I guess. I triple checked the patch notes.

Shield Enchant! It's 50 mastery now. Didn't see that in the patch notes :/ .

Shield enchant went from 40 Block rating (~36 mastery) to 50 mastery. That's about 0.18% block.
