It´s a matter of preference. They really are very similar.

Gains by using autopsy:
9 Str
350 Armor

Gains by using Chained Mil.:
8 Defense
5 Dodge
21 Hit

I´d probably use Autopsy if I had to choose between those two. Nothing game-breaking, but the armor is kinda sexy. If you have both, keep´em close. Those 8 extra defense on the badge-neck might save you a regemming one day.

I believe that list is by ilevel and not necessarily by benefit. They're both about equal, but I think I'd prefer the Chained Military Gorget for the extra hit rating. Armour can be very nice, but the armour on that neck isn't affected by Toughness, and though that doesn't detract much, there doesn't seem to be enough hit rating on tanking gear for my tastes. I loathe the Tankadin RW letting everying know my AS missed. >.<
