Some higher, if you are just getting the numbers from charsheet, due to DR for miss not showing up there, but yes.

Well, more like you try to get your Defense higher, and Block rating. Then when your gear starts turning more purple you get more dodge rating.

But in general, yes, get bigger numbers.
