Correct me if I'm wrong, but didn't they change Sniper Training ages and ages ago to being a standing still thing instead of a being at nearly max range thing?

you have to stand still for i think 5 sec to get it

i have it proc all the time on marrowgar (when RNG likes me that is)

Yeah, Sniper Training gives you a 15 second buff for 6% damage to your main shots after standing still for 6 seconds.
