Problem with higher crit ratings are glancing blows, no? Since crits drop off combat table before hits or glancings.

I'm not sure what precisely you mean by this statement. It's true that crits can't displace glancing blows, but that just means your white crit rate is capped at 75% or so against bosses (I forget the exact percentage for glancing blows offhand). Special attacks cannot glance, so even if crit cap is a consideration for your white attacks in some scenario, it's not a factor in evaluating the set bonus in question.

Well, white attacks are good 30%+ of my damage. And 75% or less is easily capped raid buffed. What I was trying to say, is that stacking crit above let say 35% is not viable because of glancing blows and not because crit is less valuable on high ratings for some reason.

That doesn't follow.

Even assuming 13% extra crit from raid buffs (3% general, 5% physical, 5% agil buffs) you would not see a reduction in crit's effectiveness till ~62%

The PVP libram has always been best in slot yes.
The new season's PVP libram is going to be best in slot again in this next teir of content cause the badge libram got given a crippling 45 second ICD.

99% uptime of 200 strength from one item slot is way too powerful. That'll get nerfed. Theres no way.

I don't think it's that simple. They've said in the past that relic slots are something hybrid classes are balanced around, and there is no reason for them to balance only down with them, but also up. Additionally this really isn't the most overbudgeted relic by any means. Just one look at http://www.wowhead.com/?item=40705 can tell you it's far more overbudget. Assuming a 1.8 HL cast time and 80% of combat time spent casting HL, it comes out to 251 mp5 worth 502 str in current itemization or 627 str in pre 3.2 itemization for which it was originally budgeted for.
