Fjord or Tundra?

Should I level in the Howling Fjord or the Borean Tundra when Warth comes out? Do either of these areas give rep with an important faction or give a piece of gear I can't pass up? Basically, can I just do whatever or is either zone better for paladins (gear\rep\speed wise).
