Interrupt on Hammer of Justice

Yeah I haven't seen it work yet. May be lack of time playing with it, but it sounds broken.

If anyone cares to add more to said bug report, probably best to keep it consolidated for them.

The very reason it was added was for bosses/mobs immune to stun but vulnerable to interrupts so hopefully we/Blizzard can squash this bug quick.
