It technically gives the best return on threat currently as well, if you stack it. There's just no mitigation benefit compared to stats like +SBV, so it hasn't really been worked into itemization.

No, it really isn't. :P Warriors get AP and BV from strength (and you're wrong -- we do get mitigation from strength, through BV), and only Devastate scales with AP, and that poorly. The BV we get from strength is... low. Our white TPS goes up, true, but it's much less than our specials (though still far more than paladins').

Plain block value gives more bang for the buck, as does hit rating and especially expertise rating.

That's not to say strength is a bad stat -- it does give AP and BV -- it's just not worth stacking compared to the other three.

I crunched it out somewhere, but then I got auto-logged out and the post never went live. On an unarmored target with perfect accuracy (and not counting crits/glances) warriors get about 0.35(ish?) TPS per str in TBC. In a realistic case it was just over half that. However, I also ignored the rage generation component from autoattack by stating "everything is heroic strike and that's why you don't have glancing blows." The AP coefficients will increase that number significantly, but currently STR does clock in behind hit/expertise, and probably BV-per-itemization.

Spellhit's probably a better comparison than spellpower. It does... something. Just not much, since the scaling is extremely poor and limited in which abilities it helps.
