Exact mechanics of Mana regen on Seal use

So ive used the search function but not really found anything usefull except for coefficiants and some vague statements.

If i have SoR on and i judge with Judgement of Wisdom, what exactly is going to happen?

Am i getting mana returned on the judge? is it a proc chance?

Do I leave a mana seal debuff like in the current TBC setup where you judge, you leave a judgement of wisdom on the mob and everytime you melee theres a chance of mana regeneration?
Or is it both that when i judge i get mana returned plus leaving an additional debuff which grants me mana

Some clarification would be indeed awesome since im kind of lost on this topic.

You generate the JoW debuff.

You also apply JoR effect (damage)

I saw something around here somewhere (these forums move too fast for my poor brain these days) saying that you also get an instant, guaranteed JoW proc, can anyone confirm?

Thats one of the things ive been wondering about aswell. Confirmation would be great.

I think there is a guaranteed proc, but i'm unsure. I'll confirm it tonight

Guaranteed proc on What? on Judgement? or On hit?

The current version of the judgements all have a damage component (you deal damage if you judge JoV with 0 stacks). It's unknown how much damage it is, it's comparable to JoR.

What he meant to say is that when you judge JoW you should get a proc of JoW as well, but my experience doesn't show this happening.
