Yeah, I remember Fel Reavers being skulls when I first got to outland.

Anything 10 levels above you or higher is automatically a ?? level - when we're 61, we can see the levels of all players of the other faction, and it'll be the same at 71. We should be able to see all NPCs at 73 or 74 depending on the (low) likelihood of finding level 83 mobs in the wild.
