Apparently, they had located the phone inside the premises of the company.
Also, they found it in the women toilet's waste basket. Thief probably panicked when the police showed up.

The cost of smartphones push one stolen phone into felony theft area. Pretty sure I'd want a lock down if people were stealing high money items from my work.

Yeah, not knowing the context of your work, I'll provide an anecdote of my own:
I have a friend who works for IT security for a company. They all get smart phones as part of the gig. Said smartphones are assumed to have the same level of information as their work computers and therefore get the same level of security. One aspect of this is that up to Two mis-entries of the unlock code within some period of time sends a flag to the phone security folks. The third wipes all data on the phone (I think turning it into a doorstop until a new OS is loaded).
Would my employer (a different company, sure) lock the doors to my building for my lappy getting stolen? No, absolutely not. But I don't have nearly the same kind of information or accesses that he does.

IF it was a company device.. a lockdown for a personal device sounds like a false imprisonment and unlawful search lawsuit minefield.
