the horseman's helm...has more str on it than the 378 dps helm...the helm from alys...but has hit and crit on it...but still...like...what?

It's also that the HH horse doesn't seem to scale up for the larger races.. Orcs look silly on them, space-goat makes and Tauren even moreso.

Sure, but as was pointed out, the closest equivalent weapon is the BoE mace from Brewfest, a holiday event which was hardly very long ago. We have 10 of them in the guild bank still and there are dozens on the AH for ~400g, and it isn't gimped by lower than expected Agility.

Can tricky treats still be obtained during the Headless Horseman dungeon event, or only from trickortreating at innkeepers?

You can get them in the pumpkin bag. But that's only lootable once a day. You can also get them from the treats in the candy buckets.

The small quest line was a bit strange. It was nice but I don't see how it fits with the rest of the event.
