Hit cap is 8%; soft expertise cap is 26. Our threat seems fine without hitting these caps, so I would not prioritise them (nor gem/enchant for them).

Digren is working on a very nice guide to gems and enchants in the gear sub-forum. The jury is still out on stamina vs mastery/dodge/parry. You probably would not go too far wrong either way, so long as you pick up slot bonuses.

Threat as of right now is not an issue for tanks because Vengeance is so poorly designed at the moment. The only exception is possibly if you're lacking DPS/wiping due the Enrage timers, but then that's more of the DPS's fault, not the tanks in my opinion.

Gemming right now seems to early to call, but stacking +60 Stam gems seems like a good idea if you're undergeared and are doing progression. However, there's this whole "Master vs. Stamina" argument when it comes to gemming. I'm not too familiar with the theorycraft behind it all.
