I'm assuming you've logged in since buying cataclysm, just open the launcher and let it sit there and it'll finish the download if it hasn't already.
If it's not downloading, see the tips in this threat for ensuring you're set to download it.

I'm under OSX so the file layout is a bit different and I couldn't find an equivalent configuration file.

Basically "main warcraft programs folder/thingy" and search for that file.
