We have a couple of fitted shirts right now, that is "fashion fit", they are the Who Needs CC and the Round'em up V3.0, the rest are regular fit. If we do special blizzcon shirts they will probably be all pre-order until about two weeks before the event, so we only print the needed amount since it's a special event. Then we'd send them out a week before the event, that's what how we did it for EJ.
Though for international people, I'd say they ask a US friend to order one for them or to order one of our existing ones a few weeks before the event. It takes usually over a week to ship for international + delays in customs are totally out of our control and different for each country. When Aergis gets a little less busy we will make this official and start working on designs.
