So, I'm playing around with level 70 builds (yeah, I have a ways to go), looking at a 10/44/7 build right now. I'm not a raider so the extent of my tanking will be 5-man content. This build takes 5/5 1-hand spec and 0/5 Imp. SoR, I'm wondering if given my focus on 5 man content, would I be better served with 5/5 Imp. SoR and 0/5 1-hand spec?

For 5-mans I think I'd stay with 1-H Spec; that'll benefit all your multiple-target damage. Imp SoR is a small increase to your threat against one target.
1-H spec will give you an increase of about 20 threat per second on your main target and something like 10 threat per second on things you aren't hitting - dropping to about 8 if you're taking enough hits to strip off Holy Shield.
A 15% boost to SoR/JoR gives you about 26 threat per second on your main target and no benefit at all to things you aren't hitting.
(Those numbers assume max-rank Consecration/HS/SoR/JoR spam with 161 spell damage.)
