0/48/13 RTank with Soloing

Now, you might be thinking "What on earth is this über-noob doing with Seal of Casino?

Aha, I'll tell you!
However lovely it is to AoE-grind, casters and ranged mobs are very, very annoying.
Solution? Seal of Casino!

Also, HoJ+Reckoning+SoC+JoC makes for an incredible burst on those stupid healer-type mobs you encounter from time-to-time.

I don't really find myself needing to solo ranged mobs (I'm pretty much done with questing), so I only solo by AoE grinding these days. Even before I didn't have SoC, but if you really want it the psecs you've laid out are the way to go.

I never much found the need for the burst DPS when soloing.

The very few talent points I get to "waste" for solo play, I make sure to use on Improved Hammer of Justice.

It's great for interrupting those healers.

I tried a 48/13 build but quickly abandoned it.
SoC is pretty shitty without the synergy talents from ret, not to mention it requires you to bring an entirely different set of gear to be of any use whatsoever.

Sticking to SoR and adding some pure spelldamage gear to the tanking pieces with SD you should already be carrying around is a much better deal imo.
