Long story short: It works for aoe, but whenever any aoe lasts more than 10~ seconds SoV is better anyway.

Why do people use that?

I dunno either. I never use the damned thing. I use SoV alla damn time unless I'm soloing stuff and then I'm SoL or SoW.

You can JoL and JoW with SoV.

Seal of Command + Reckoning is superior burst and sustained threat to Seal of Vengeance if you're tanking four adds on anub 25 heroic (due to high reckoning uptime).

That spec would also pull ahead for Ony whelps for the same reason. That's about the only case where it's better though (high incoming attack rate from multiple mobs -> high reckoning uptime -> many SoCom procs).

I do see it being useful in ICC with certain trash mobs. As well as boss fights, as I heard a few bosses have add rushes.
