What sort of buff does PoJ has that is somewhat needed ?
Speed increase is fun, but nowhere near important yet.
Disarm can be worked around with the chain and very very few mobs do disarm, can't remember I have even been disarmed in LK raids yet.

While it is indeed fun, I can't see reason why it's remotely needed in the current raiding environment. No fight really require that extra bit of run speed, and if you're running somewhere as a group, and you get to the boss first, you still have to wait for everyone else to catch up.
While fun, it has no real use in PVE raiding at the expense of more necessary talents (especially threat talents)
Pally's been relegated to AH duties.

Well, it's fun. It's not super necessary, but I like to have it. This is a game, after all, and I haven't had any problems with threat yet.

It includes full PoJ, and I'm really interested to see where you think those points would be better spent. SotP maybe?
Saying that a tank with additional mobility has no real use in PvE is a bit silly.

Mobile tank wins if you have no speed boost from a DK.
I don't have any points in Holy in my talent spec and I have 2 in improved judgements and 1 in conviction, it works for me. I also have full PoJ. If I can get to the mob 1st that extra second of threat may even be worth more than 5/5 in SotP?
I dunno, I just feel mobility is something that sets me apart from other tanks.

PoJ is a mitigation talent. It reduced damage taken from STANDING IN FIRE (or, more precisely, damage taken while RUNNING OUT OF FIRE) by 15%.

Was extra mitigation and was entirely debatable as to which spells could "miss" from boss mobs. PoJ was always primarily a PvP talent with a small bit of PvE use as a second though.

Well, Seal of the pure is mitigation talent because it helps you kill your target faster ?

I haven't seen a fight yet in wotlk where that 15% run speed was make/break.
Anyway, I'd say that if you don't need the threat boost from SotP, then by all means go with PoJ. I feel slow without it.
My main point was that it didn't make sense from a pure min/max perspective. But then again, I keep engineering instead of dropping both my professions just to pick up 2 more expensive ones in order to gain a few hitpoints, so maybe it's a jab at the ridiculously hardcore min/max-ers here (of which isn't even necessary at this point of time
