Here is the full spreadsheet, formulas included.

This assumes you are not hit capped and will have Touched By the Light, and the new Redoubt.
I used Epic gems from Badges. You will see in parenthese next to each item what gem was used (sta = stamina).
The ranking was based on a series of formulas that looks at how the item budget contributes to Mitigation (Armor, Defense, Block Rating, Parry, Dodge, Block Value, Expertise, Str), and Threat (Stamina, Str, Hit, Spl Power, Block Value).
Then I take both the Mitigation Score and the Threat score and combine them to the overall score which is called "Add Threat". They are ordered highest score ('best' item) at the top with the other options below it.
It's far from a comprehensive list and has a strong bias towards "Things Honorshammer had in his bags".
I am sharing the spreadsheet here. I'd love to get as much feedback as possible.
I'm actually going with the Shattrah Protectorate Breastplate. The hit rating makes me a happy boy.

1. Lightbringer (sta/str, sta/str,sta/def)
2. Chestplate of Stoicism (sta) (best Pure Avoidance)
3. Shattrah Protectorate Breastplate (sta) (best Threat)
4. Glory of the Defender
5. Chestguard of the Warlord (sta,sta/def,sta/str)
6. Crystalforge (sta,sta,sta) (best Health)
7. Chestguard of the Stoic Guardian (sta,sta/def,sta/str)
I was surprised to see how far down my current chest (Stoic Guardian) fell down the list. It looks like we are better off spending badges on Stoicism rather than Stoic Guardian.
Do you agree/disagree with the ranking?
what level gems did you use?
If you look at the green gems available after the expansion, I think the Stoic Guardian move up the list.
I'm going with that (if I can ever get the badges hehe)

I'm probably going to buy the Chestplate of Stoicism due to its higher defense - gotta push myself back up over 490.

Either BP off M'uru will still be best in slot pre-expac I think, with the "warrior" one (agony's aversion) carrying higher avoidance values (7 defense rating and 8 dodge rating) at the cost of Str (21), and different gem colours (BBR on AA, and YYB on HJ). Armour, stam, and socket bonuses remain the same.
I was also surprised to see how the old 75 BoJ chest dropped in value though. I currently use T6, but keep it around with avoidance gems in it as part of an avoidance heavy set, but with the changes in 3.0 I think stacking BV is going to be a very viable way of mitigating damage.
Ratings on tank gear will ALWAYS be taken with a grain of salt however. I think you've ranked them well in general sense, but I especially liked how you pointed out which ones are superior in terms of avoidance and threat. I think effective health is also valid for a mention too. I try to keep 2 "sets", one for survivability (which comprises mostly effective health pieces, with a sub-set of avoidance pieces I can sub in once I feel I have "enough" EH), and one for threat. Of course there are a lot of cross overs between the two sets, with shared pieces etc, but at the end of the day I use a different gear+consumable setup for almost every boss I tank.
The value of tank gear ratings is somewhat subjective, but I always enjoy reading them and comparing my current items to upgrades. I think a more effective way to do it would be to make a list of viable options, discussing the strengths and weaknesses of each, but that would take much more work.
Quick question, why is expertise classed as mitigation rather that threat? Of course it does provide some small amount of mitigation, but that's much more of a secondary function I would have thought. Although from memory none of those pieces have expertise on em

Grr, still need around 30 badges for the SSO Paladin chest, guess I can run some ZA runs since I still need the axe from ZJ. But I think I wait until 3.0 hit, so fun running around on the PTR as Ret and oneshotting everything, or be in some instances as Prot, dominating the Threat meter and damage meter.

The higher the gem level, the better the 3 slot chest gets.
I'm looking for a stat weighting formula, I tried but I suck at that stuff.
What are you using?

Well, pretty much everyone is running around with full epic gems now since they released them for badges. If you don't have badges, they are very cheap on the AH.

I'm talking about the new gems in the expansion we can use in our current gear.
I imagine I'll get better gems before I find upgrades for some of my gear.

Trying to soak up all this WOTLK info for my raiding main and tankadin alt and getting overwhelmed...
Question: I know that in the past we have seen shopping lists of what items to buy and avoid when it comes to badge gear, etc. Has there been an updated list on what we should be moving towards? I really am pushing towards my tankadin becoming my main and want to make sure I do the best job I can.

This was based on gems available in 3.0.

Those of us actually considering buying badge chests are likely not in Sunwell.
Great post, HH. I just did basically the same thing with my gear sheet at lunch today. I'm glad I still have the Panz, as it means I can choose defensive stats or threat stats as necessary. The Stoic Guardian chest does seem, to me, to be strictly worse ... but then I'll need to see what I'd actually gem it with in Wrath, I guess. /sigh.
Still, the BV, strength, and avoidance on the Chestplate of Stoicism seems to make it stand out in my book. I won't replace it until Tempered Saronite, I think. (I don't foresee threat problems.
